 | | Contacting the Match Referee - The home club has the responsibility for contacting the match referee, communicating such information as match venue, kickoff time, and jersey colors, plus any special requests such as asking the referee to handle extra periods or matches. The referee assignment should be made on or before the Tuesday before the match, assuming a weekend kickoff, and the referee should be contacted no later than Tuesday evening. In the event of a later assignment, the referee should be contacted by the evening of the day on which the assignment is made. Referee contact information is on the PSRFR web site. Any problems in contacting the referee should be immediately discussed with the referee allocator. Failure to contact the referee in a timely manner may result in the referee being reassigned to another match. Late match cancellations (after Thursday COB) will result in the responsible club being assessed double the normal match fee. | |

 | | This is a cute acronym meaning "Fork Over or F*** Off". FOFO refers to the date by when your PSRFR bill should have been paid, either February 1 following the fall season or August 1 following the spring season. After the FOFO date, if the bill still has not been paid, you will be moved to the bottom of the referee assignment priorities. Being in the FOFO state at the time of your match means that no referee will be assigned by the PSRFR to your home matches. If your home match is a league match, it further means that you will forfeit the match. Pay your referee bill by the due date!

 | | All clubs must submit their spring schedule by February 1 and their fall schedule by August 1. Failure to submit your schedule on time may result in being placed at the bottom of the referee assighment priorities. The only exception to this requirement relates to league and playoff matches where the league coordinator will submit a unified league schedule to the PSRFR by the appropriate date. The league schedule will include B side matches if they are a normal fixture. Any scheduled non-league matches or lower side matches during the league season not covered by the league schedule must be reported to the PSRFR by the clubs. | |

 | | The host organization must coordinate with the PSRFR if they expect referee support from the PSRFR for their tournament (7's and 15's). The host organization is always free to recruit their own referees. Assuming the PSRFR will provide referees, then the tournament date must be approved by the PSRFR and the PRU's Tours and Tournament Coordinator. The PSRFR will assign a head referee and name the referee crew for the tournament. The head referee will make assignments during the tournament.  | | High School clubs are charged a rate substantially below that for all other clubs. The costs of referees for high school matches is subsidized by fees paid by college and senior clubs. The PSRFR may grant fee waivers in certain cases; direct your inquiries to the PSRFR Treasurer. | |

 | | The PRU encourages and recommends that club representatives, captains, players, officers, and coaches go to PSRFR meetings to discuss referees' application and interpretation of the laws to matches (in general and specific instances). | |

 | | The PRU encourages and recommends that each club have someone (or more) on their club who is familiar with refereeing, if not fully certified to referee. To aid this person, the PRU and/or MARFU conducts periodic referee and touch judge certification classes which lead to various levels of USA Rugby certification. Plus, training sessions are conducted at each PSRFR meeting on some aspect of the refereeing the game. Given that referee shortages are at least possible if not common and frequent, the club referee should be competent to handle lower side matches. | |

 | | To encourage the development of referees from the ranks of club membership, senior clubs are pre-assessed a meeting attendance bond. This bond can be recouped through attendance at PSRFR meetings. At present, only women's clubs and men's RSL/D1/D2 clubs are assessed this bond as part of their regular PSRFR billing. Men's D3, collegiate, and high school clubs are not assessed this bond.

*Annual Assessment - If a club representative becomes a PSRFR
Referee (meaning that he/she accepts at least two (2) regular PSRFR
assignments each season), he/she will count as a club representative for
one year (two consecutive seasons), thereby automatically qualifying
his/her club for a credit equal to half the annual assessment.
After that period of time, the club will need to send another
representative to PSRFR meetings to qualify for the credit. A
PSRFR Referee also qualifies for other benefits as described on the
PSRFR web site. |

**Credit - There are 5 PSRFR meetings in each of spring and fall.
By having sufficient attendance at each meeting (one or two persons,
depending on the club), a club can recoup the entire assessment. A
club's attendees may vary from meeting to meeting; there is
no requirement that the same person must be present for a minimum number
of meetings. Failure to have a club representative at a meeting
results in immediate forfeiture of part of the assessment; that is, you
can't make up for missing a meeting. |

 | | There is a point beyond which referee abuse will not be tolerated. Referee abuse includes verbal abuse by anyone present at a rugby match, including spectators, club members, players, and coaches. Quite obviously, physical confrontation, intimidation, and contact with the referee are prohibited. Referee abuse is a reportable offense to the PRU Disciplinary Cmte and will be dealt with as severely as any other match-related offense. And, referee abuse is covered in Law 6. | |
