Spring 2013 Meeting

On February 10, 2013 we will have our General Meeting.†† It will be at Georgetown Prep commencing at 1PM.† Sorry for the late notice, we had some difficulties procuring a space.

The meeting will be in the 2nd floor Multipurpose Rm (the only other room is the weight room on the second floor) of the Hanley Center for Academic Excellence. After entering campus at 10900 Rockville Pike, keep going straight where the Tennis Bubble will be on your right and football stadium on your left. The drive bends to the left and you should proceed past the circle @ the George Center and park in the lot near the Hanley Center, which is identifiable by the large glass windows looking in on the pool. Walk between the Hanley Center and the George Center and enter the Hanley center on the right, a stairway should be there in the lobby.

It is critical that all clubs attend this meeting.† As Iíve mentioned before decisions on the dispensation of remaining PRU funds must be made along with a number of important transition votes.† A full agenda will be available early next week.

Fall 2012 Meeting

The Fall meeting will be held Sunday September 9, 2012 at 10AM at Gonzaga HS, Cantwell Hall, Clearly Lecture Room.  The meeting will be no longer than two hours.  We are in the process of putting a full agenda together, however the broad items that will be discussed include:

·         Formation of a VRU/PRU Geographic Union.  Impacts of the union to us and the time table for the formation of the union.

·         Director reports (Mens, Womens, Colleges and Youth)

·         Referees – rule changes and other discussions

·         Treasurers report - 2013 Budget and possible waiver of dues.

·         Spring Elections

As in the previous meeting we will be doing a roll call, please ensure that you have some representation there to avoid a fine.

Spring AGM 2/4

The spring AGM will be held on February 4, 2012 at Georgetown Prep starting at noon.  This is a mandatory meeting and we will be taking a roll call prior to the start of the meeting. There are several major agenda items that will be discussed which will require a quorum to vote on. I will be sending a full agenda, but the major topics of conversation will include:

  • A discussion and vote on the State Based Rugby Organizations (SBRO) which will affect the youth and HS programs.
  • A discussion and a vote on the Geographic Unions (GU’s) which will affect all men’s and women’s clubs.
  • Vote on the 2012 budget – of note, we spent a fair amount of time reviewing the previous year’s allocations, especially the all-star budgets, and have reallocated or removed much of these costs. I will be sending our proposed budget within the week for all clubs to review.
  • A discussion and possible vote on the bylaws. Over the past few months we have reviewed the bylaws and found a number of inconsistencies within the document itself and some inconsistencies between the document and our actual practice.

The above topics will absolutely change the union as we know it, I can’t stress enough the importance of every club having some representative there.

Permission to Play

As a reminder, ALL clubs are required to submit a P2P form prior to the start of each Fall and Spring season. Please take care of this ASAP. Without a P2P form submitted and approved your club may not be allocated refs and will be not in good standing.

Fall 2011

Fall 2011 is right around the corner - please take care of your admin items now:  CIPP registration, P2P forms, PRU and referee dues.  All of these items must be taken care of prior to your first league match.

USA Rugby Referees’ management has established guidelines to refereeing at all levels in USA Rugby. These guidelines enable players and referees to have a clearer approach to the game, to enable consistency in Law application throughout the country. They also reflect directives from the iRB, particularly in relation to the tackle/ruck, and players staying on their feet.

NOTE:  On page 9, A. Pulling the Maul down.  This paragraph does not apply to HS/U19 and younger.  HS/U19 and younger age grades are NOT ALLOWED to pull the maul down.
